My brother was homeless in Austin for the last 4 years he needs help getting a TX I.D.

He’s had a Texas drivers license before, but it’s expired and was stolen along with his birth certificate and social security card (as what typically happens when you’re a homeless addict). I’ve taken him in to get him sober and on his feet. From what I’ve researched so far we need his birth certificate or his physical expired D.L. card (Which he doesn’t have) to get a TX I.D….Unfortunately to get his birth certificate from Michigan he needs an I.D….(it’s a catch 22) I’ve been working on getting supporting documents to verify identity (his GED, old medical records from 14-15 years ago, a vaccine record, got him a Texas fishing license and I have old court documents from when we were in CPS). I still don’t think the DMV will accept this without the birth certificate. We can’t have our bio mom or dad request the birth certificate because one parent is dead and the other schizophrenic. I’m at a loss on what to do. Any help is very appreciated. We’re trying to get him a job and of course he needs a damn I.D. to do so.
